Bank of Singapore has appointed Collins Chin as its new global chief financial officer, effective immediately, the private banking arm of Oversea-Chinese Banking Corporation (OCBC) said in a statement on Monday.
Chin, who previously headed investor relations at OCBC, will join the bank’s global management committee and report directly to chief executive officer Jason Moo. The appointment strengthens Bank of Singapore’s senior leadership as it continues to expand its private banking operations across key markets.
Chin joined OCBC in 2009 as head of group financial and management reporting, where he managed financial controls and reporting across the bank. In 2013, he moved to investor relations, leading communications with shareholders and analysts during OCBC’s period of strategic growth.
During his time in investor relations, Chin shaped how the group explained its long-term strategy and financial results. He led investor outreach for capital-raising efforts and mergers and acquisitions, helping build trust and confidence among investors through clear and open communication.
Before joining OCBC, Chin built a strong international career in banking. He worked in regional roles at Royal Bank of Scotland, Standard Chartered Bank, and Barclays Capital. His work covered finance, capital markets, and risk management. This gave him wide experience with global financial systems and regulations.
Bank of Singapore said Chin’s deep understanding of the OCBC Group, combined with his international banking background, positions him well to support the bank’s financial strategy and governance priorities.
As global CFO, Chin will be responsible for overseeing financial planning, reporting and risk management, supporting Bank of Singapore’s long-term growth objectives while maintaining strong financial discipline in a challenging global economic environment.
